BREAKING: Federal Judge Permanently Blocks President Trump’s “Proof of Citizenship” Executive Order

On January 30, 2026, U.S. District Judge Colleen Kollar-Kotelly issued a ruling permanently enjoining additional provisions of President Donald Trump’s March 2025 executive order aimed at enhancing election integrity by requiring proof of U.S. citizenship for certain voter registration processes.

This decision builds on prior injunctions in the same case, effectively blocking key elements of the order that sought to mandate documentary proof of citizenship on federal voter registration forms and related applications.

The ruling stems from lawsuits filed by Democratic organizations and civil rights groups, who argued that the president exceeded his constitutional authority under the Elections Clause, which vests power over federal elections in Congress and the states, not the executive branch.

U.S. District Judge Colleen Kollar-Kotelly said the Constitution gives states and Congress, not the president, the power to set rules for federal elections.

Kollar-Kotelly blocked provisions in the executive order that would have required documentary proof of American citizenship on federal voter registration and absentee ballot forms.

“The Constitution does not allow the President to impose unilateral changes to federal election procedures,” Kollar-Kotelly wrote, permanently enjoining the administration from implementing the challenged provisions of the order.

Trump signed the order, titled “Preserving and Protecting the Integrity of American Elections,” on March 25.
